Mohammedia Port Audit
Mills Navigation was contracted under DNV Middle East and Europe to be the lead on an audit of the Port of Mohammedia, Morocco on behalf of Marsa Maroc as the client.
The audit was split into two parts with one concentrating on Regulatory and Integrity aspects, the second purely on Safety.
The overall audit was based on DNV ISRS and the OCIMF Marine Terminal Management and Self-Assessment (MTMSA) process with additional references to ISGOTT, Moroccan and French Guidelines and regulations as appropriate.
A comprehensive Checklist was produced based closely on the MTMSA format with additions and subtractions as required due to local requirements. The checklist contents was a ‘live’ document that was constantly revised and updated during the course of the audit, particularly during the numerous site visits.
The audit was conducted from an initial KOM on site through extensive remote reviews of documents provided, weekly Teams progress meetings, site visits by audit staff with specialisations in oil and gas terminal operations and marine procedures.
The audit culminated in the issue of two comprehensive reports detailing the findings, both positive and negative, highlighting the areas for improvements and an Action Plan to be implemented by the terminal to achieve the required local, national and international standards. The overall outcome was presented to the client board which acknowledged the challenges that the audit team had faced managing, satisfactorily, to deliver a sound, thorough and workable audit.
